Hot off the press: offshore 482 healthcare applications can again get priority processing

From 19 September 2026, healthcare Subclass 482 applications lodged from outside Australia can again receive the highest processing priority, under a new Ministerial Direction that replaces the one that took effect in July.


What has changed

Ministerial Direction 121 was signed on 18 September 2026 and commenced on 19 September 2026. It sets the order in which the Department of Home Affairs considers Subclass 482 (Skills in Demand) applications, and it expressly revokes Direction 119, which had applied since late July.


The key change is for healthcare. Under Direction 119, healthcare occupations only received top priority if the primary applicant was in Australia when they applied. Direction 121 lists healthcare in the first priority tier without that onshore limitation, so an application lodged from overseas can now sit in the same top tier.


The first tier also covers construction, teaching, agriculture, aquaculture, fishing, resources, and applications connected to law enforcement or defence interests. Below that, the Direction ranks Specialist Skills stream applications second, applicants who were in Australia at lodgement third, certain offshore primary applicants fourth, and everything else last.


What it means in practice

For healthcare employers recruiting from overseas, the practical effect is that a Subclass 482 application for an overseas nominee no longer starts near the back of the queue just because the person is offshore. That matters for hospitals, aged care providers, clinics and recruitment agencies who cannot wait for a candidate to arrive in Australia before lodging.

For offshore applicants, it removes one of the more frustrating features of Direction 119, where a nurse or allied health professional overseas was ranked behind onshore applicants in other occupations.


This is a change to processing order only. It does not change who is eligible for a 482, the nomination requirements, or the skills, English language and health and character criteria. A well-prepared, decision-ready application is still what gets a fast outcome.


What to check before you rely on it

Priority is about queue position, not a guaranteed timeframe. The Department has not promised a specific processing time for any tier, and the top tier now groups together many sectors, so it may be a busy queue.


Whether an occupation counts as "healthcare" is decided by the wording of the Direction itself.
